The original art work for The Jester was done by the world renown artist Peter Pracownik and was designed specifically for the Dragon Tarot Suite 
In 1996 Peter granted the sole world wide licence to Sherry Symes-Meineck to put any of Peter's artwork into Cross stitch and Needle Work related designs.

Some of the other names he is know by are  The Fool and The Baird.
Above him we see 4 aces from each of the 4 elements, each one standing for new beginnings. In between we see the Harp ... with which Orpheus took with him into the underworld. 
Below him the Black and white floor represents light and darkness that we each experience in our lives.
In one of his hands he holds a dice. This represents the luck of the roll, and the choices we make as a result.  In the other hand he holds a jesters head which is for the humour we all need in order to get through life.

It wasn't until the 15th century that The Jester  was given the "0" and some say that he is both the lowest and highest card in the Major Arcana.
In short, The Jester usually depicts taking us through life's journey with all the twists and turns we encounter.
